There's more secret legendaries we don't know about, plus there's a metric fuckton of Mega Evolutions, which are essentially new monsters.

Not to mention that the is the first game in the series to be fully 3D. Counting alternate Formes/gender differences/etc within the various Pokemon, that's well over 800 models they had to create and animate for both battles AND the Pokemon-Amie feature. Game Freak is NOT a big developer, they're actually pretty damn small, so 70-80 new monsters is a perfectly fine amount for this game.

Pokemon is crazy popular, yeah. It's fanbase is probably a lot more devoted than GTA's, as well.
