It was actually kind of interesting, in a weird way. Compatible with 3e/3.5e, you should find a pdf and take a look at it. I think some of the people here would get a kick out of it. :P

I have that book too. Oh and I think mage hand could only be use on an unattended object in opposed to an attached body part.

You're probably thinking of Spectral Hand. Not at will, but works on persons.

There are plenty of places/people for Kitten to have fun in in D&D. Glasya in the Nine Hells, Graazt in the Abyss, Feywild is practically rape waiting to happen(Assassin Vine, flirtatious fairy rulers), Vampire kingdoms in the shadowfell, Tytherion with Tiamat/Zehir creature*Interactions*.

4th Edition is primary built for fighting, I always find myself searching for a skill to substitute for common things that had their own skills before(...Artist Works, Appraising...), but 3rd just made me sick with all calculating and overpowerdness(Halfdragon???).

4e is suppose to be battle orientated, but as long as you are making your own adventure I don't see why it has to be battle orientated (probably best if it isn't, over message board)
