Yes, it is, however its not just about "BOO!" kinda scary, it also has ALOT of the psychological...."Think Im about to get raped even though theres nothing around and wont be for another 10 minutes"

Also has a lot of "What the FUCK was That!" moments in terms of sounds or sights.

I was playing with my family watching. Towards the beginning of the game, we saw that monster on the ground. Me, being the comedian that I am, said "It's going to jump out at me! Let me just make sure it's dead." I shot it and it fucking jumped up back to life. Fucking monsters were playing possum.
