Yeah I believe it's a certain percantage of the HP you have.
The only attack I hate in this game is Sand attack. That shit is lethal.

But in this version it's like over 9000. One or two of those against my girls and they'll miss 9x in a row.

Sand Attack? Try using a Pokemon with Compound Eyes or something.
