MOST TCGs are resourced based. Magic pretty much set the bar there.
If not resourced based, then it's usually deck based a la the old DBZ, Battletech and, I think, UFS. (Haven't played it but want to.)
That's really the way I'd go with it, if it were me.

Yeah, I'd go with resource based. Resources like mana and energy adds a level of balance and cost that Yu-gioh never truly adopted. It was the unadulterated abuse of special summoning that ruined Yu-gi-oh for me and made it a convoluted mess of one turn kills and insurmountable swarming.
My first order of business to balance that game.....New rule #1 -Limiting Special Summons...maybe one per round.

When you get past the top-tier stuff that Konami is trying to make money off of, the game is usually pretty decently balanced. We had a pretty format going from leading up to the release of Duelist Advent.
All limiting Special Summons will do is wreck a lot of deck types and make them completely unplayable.

Step #2 - Introduce new cards that embrace the new formula to replace ruined decks. The next step involves making a new format that bans a lot of older sets but I would probably get fired from Konami before I get to that part.

It's almost IMPOSSIBLE to avoid it completely. A little may even be ok.
Don't let it run rampant or you break the game.
If you break the game don't turn your game into a fucking ARMS RACE to try and fix it.
Now while this mostly applies to TCGs it DOES apply universally to games.

Power creep is when new things in a game get stronger and stronger, making the old stuff obsolete. It's usually done on purpose to make players have to buy the new stuff to keep up with other players.
